Conv top electronics

I have an 88 and its new trick is to pop the cover and then it seems like it wont move on to the screw to release the top from the cover. If i disconnect the lead to the latch and play with the button it will eventually release and push the screw out. Is this a button, screw mechanism, wiring issue???
