Cleaning the Limited Edition Plate

The Limited Edition Plate on my dash looks like it has something growing on it. I want to clean it but I don't want to damage the plate. Have any of you seen anything like this before? If so what have you done to clean it and did it work?

I would start with a soft bristle toothbrush and just some hand soap.

Next move up to toothpaste.

Maybe soak in a baking soda solution?

Come on! One of us has to remember Freshman Chem. What kills that kind of mildew? Looks like what you'd see on copper.

That looks like metal oxidation and there's no really cleaning that. It;\'s not just on the surface.
